EU Blue Book March 2027 Deadline and Language Rules

Applications for the European Commission's March 2027 Blue Book traineeship close on September 4, 2026 at 10:00 a.m. Brussels time. That deadline is seven days after this guide's August 28 update.

The session now has three strands: administrative university graduate, the new administrative vocational education and training route, and translation. Their language thresholds are different.

March 2027 Blue Book calendar

The deadline is time-specific. A document upload still in progress at 10:00 is not the same as a submitted application.

Applicants should finish the form and merged evidence file before the final morning. The Commission does not describe a grace period for a slow upload or incomplete submission.

Only one application can be submitted for a session and the chosen traineeship type. A candidate should select the strand that matches their completed qualification and language evidence rather than duplicate the same route.

Three traineeship strands

The new VET route is not simply ADMIN UG without a degree. It has its own education conditions, language thresholds and application choice.

All strands exclude candidates with more than six weeks, or 42 calendar days, of prior or ongoing professional experience in EU institutions, bodies or agencies under the scope of the current rules.

The Blue Book is a traineeship selection, not an EPSO permanent-official competition. Compare EPSO AD5 dates and scores and EPSO CAST Permanent dates separately.

ADMIN UG language requirements

For an EU national applying to the university-graduate administrative route:

The first language must be one of the Commission's three working languages. The second must be another official EU language.

For a non-EU national, the published minimum is one Commission working language, English, French or German, at C1 or C2 or mother-tongue level.

Mother tongues count for eligibility but do not produce application-scoring points. Living in a country and Erasmus mobility do not prove language proficiency on their own.

ADMIN UG also requires a completed higher-education degree of at least 180 ECTS or equivalent. A future completion after September 4 does not replace the completed qualification required at application.

ADMIN VET language requirements

The vocational route uses a lower published language threshold.

For an EU national:

For a non-EU national, one of English, French or German is required at B2 or mother-tongue level.

The difference is substantial. ADMIN VET's working-language floor is B2 rather than C1, and its second-language floor is A2 rather than B2.

Applicants should not select VET merely to use lower language levels. They must hold the completed vocational qualification that satisfies that strand's education rules.

This route was introduced under the Commission's July 2026 rules, so older Blue Book guides that describe only university and translation traineeships are incomplete.

Translation traineeship language requirements

Translation candidates must be able to translate into one official EU target language from two official EU source languages.

The first and second source languages must be different from the target language and from each other.

The Commission states that 91.6% of source documents are in English, 2.6% in French and 0.8% in German, with the remaining official languages accounting for 5%. This explains why one source must come from the three working languages.

Candidates should declare target and source languages in the required order. A high-level language entered in the wrong role can make the application inconsistent with the translation route.

The translation selection later lets eligible candidates in the Virtual Blue Book apply for specific Directorate-General for Translation positions.

Accepted language evidence

The updated instructions say every declared proficiency level, including A1 and A2, needs documentation.

Accepted evidence can include:

• A language certificate with a clear CEFR level.
• A certificate from a recognised language institute or state-recognised school.
• A four-skill language examination certificate.
• A completed or ongoing degree taught in the declared language, with the required diploma or transcript.
• A qualifying bilingual education diploma.
• An official online test that clearly identifies the candidate.

Named exam families include TOEFL, IELTS, DELF/DALF, DELE and Duolingo English Test. Expired language certificates can still be accepted.

An exam certificate is accepted only when writing, speaking, listening and reading were tested and graded. A speaking-only certificate cannot establish a complete four-skill declaration.

Not accepted on their own:

• Erasmus mobility.
• Living abroad.
• Online Linguistic Support results.
• A university language course without a separate university-issued certificate naming the CEFR level.
• A generic Duolingo course certificate rather than the Duolingo English Test.

One PDF and the September 4 cutoff

All supporting documents must be submitted with the application in one merged PDF.

The evidence should support every claim that affects eligibility or scoring, including:

1. Identity and nationality.
2. Completed education.
3. Language levels.
4. Professional experience.
5. International study or mobility.
6. Any other declared qualification.

Documents in non-EU languages need a translation into an official EU language, preferably English, French or German.

The practical final-week workflow is:

1. Export the completed form for review.
2. Match every declaration to one document.
3. Check names, dates, signatures and stamps.
4. Confirm language evidence covers all four skills where required.
5. Merge files in a readable order.
6. Verify the final PDF opens and every page is legible.
7. Submit before September 4 at 10:00 Brussels time.

Virtual Blue Book does not guarantee placement

After the deadline, eligibility and scoring checks take about four to eight weeks. Three verifiers compare declarations with documents.

Candidates who pass enter the Virtual Blue Book. They can then apply to specific positions, generally up to the portal's stated position limit.

Preselection is not placement. Services review candidates and make final choices in November and December.

The distinction is:

March 2027 grant examples

The Commission publishes indicative monthly basic grants adjusted by assignment location.

These are not take-home guarantees for every placement. Correction coefficients and possible accommodation, meal, transport, travel or disability allowances depend on location, proof, budget and current rules.

The traineeship runs five months. An indicative monthly figure should not be multiplied and treated as a final contract before the actual placement and allowance letter exist.
