A candidate choosing French at C1 already satisfies the French branch. A candidate choosing Spanish at C1 still needs passive French at B1, as well as C2 English and C2 German.
The ministry uses the Common European Framework labels, but it does not turn C2 into a public list of English question types. C2 describes the required proficiency. The selection instructions determine how that proficiency is evidenced or tested.

BMEIA provides a meaningful exemption that the current German higher Foreign Service process does not publish.

Age is only one condition. A recent document at B2 cannot prove C2 English, and a C2 certificate from an unaccepted route is not automatically valid merely because it is recent.
Applicants should use the ministry's official language examination form and application instructions. They should not infer acceptance from a private test provider's marketing page or from another Austrian institution's rules.

The current official career page confirms three important facts:

The Eligo stage is an online preselection test. BMEIA says it usually contains multiple-choice knowledge and competency testing, and admitted candidates receive access details by email.
Its purpose is to decide who reaches the written selection. The ministry then separately describes language tests, an essay, specialist knowledge and practical tasks.
The public page does not provide a current Eligo item count, timer or scoring formula. It also uses the qualifier "usually," which means a previous candidate's recollection should not be promoted into a permanent 2026 rule.
A sensible final check before September 2 is operational rather than speculative:
- Confirm the invitation email and login route.
- Check the stated time zone and access window.

Assessment centre and oral commission exam
Candidates with the strongest written results are invited to two Vienna stages.

The process evaluates more than language knowledge. The published personal requirements include communication, intercultural competence, teamwork, leadership potential, decision making, independence, resilience and reliable performance under pressure.
Practical speaking can therefore be developed through clear, structured responses rather than memorised scripts. Useful general practice includes adult English conversation topics, speaking and writing together, and building vocabulary for speaking.

The ministry also requires good character and worldwide mobility. Higher Foreign Service staff rotate between Vienna and more than 100 missions, generally every three to four years.
