German Foreign Office 2026 English Test Date and Format

Germany's written online selection for the higher Foreign Service takes place on Tuesday, September 1, 2026. The English component is a 30-minute digital test with 60 questions targeting approximately C1+.

Higher Foreign Service 2026-2027 calendar

The application window is closed. Applicants who passed document screening receive the online-test instructions through the email address used on Interamt.

The Federal Foreign Office says document review usually takes two to four weeks after the application deadline.

The September test is location-independent but must be taken in the online format on the assigned date. It cannot be completed at a German embassy abroad.

Official English test format

The Federal Foreign Office publishes a two-page current sample.

Candidates receive 30 minutes for all 60 digital items.

The samples use multiple-choice sentence completion. Grammar examples test verb forms, prepositions and article use. Vocabulary and idiom examples test fixed expressions, political-event language and accurate word choice.

The published test is not:

• A listening paper.
• An oral conversation.
• A diplomatic role play.
• A certificate check.

The English test checks language accuracy under severe time pressure. Broader political analysis is assessed elsewhere in the same online process.

Sixty questions mean thirty seconds each

Thirty minutes equals 1,800 seconds. Dividing by 60 questions gives 30 seconds per item.

This pace leaves little room to translate every sentence into German or analyse every option from first principles.

A practical workflow is:

1. Read the complete sentence.
2. Identify the grammar or collocation being tested.
3. Eliminate structurally impossible options.
4. Select the best answer.
5. Move on before one item consumes the next item's time.

The official page does not publish negative marking. Candidates should not assume a penalty or a no-penalty rule without the live test instructions.

What C1+ means in this selection

The vacancy notice describes English at approximately C1+. The sample document repeats that level.

The plus sign matters. It indicates performance expected above an ordinary C1 baseline, while remaining a descriptive approximation rather than a separate CEFR certification award.

The selection test itself establishes performance. The public notice does not offer an IELTS, TOEFL or Cambridge exemption.

Commercial or public certificates can still help a candidate understand current ability, but they do not replace the September 1 English test.

Second-language test and French condition

The process requires English and one selected second language.

If the candidate selects a language other than French, they still need basic French before appointment. The Foreign Office administers a separate test around A2+/B1 in March 2027 after a successful selection offer.

That French foundation test cannot be repeated under the current notice. French is therefore not an optional career concern even when another language is selected for the September procedure.

Where English sits in the online selection day

The written process contains:

The three specialist tests total 30 minutes. The complete published testing time is 330 minutes before identity checks, instructions, breaks or technical administration.

Political analysis offers a choice of three topics and allows one hour. The situational-judgement component also lasts one hour.

English is 30 of 330 published minutes, about 9.1% of the testing time, but it verifies an explicit professional requirement.

The Federal Foreign Office does not publish a separate English cut score on the current page. Selection depends on the complete written outcome and committee decision.

Remote proctoring and identity check

The Deutsche Gesellschaft für Personalwesen conducts the test for the Foreign Office.

The online process uses:

Candidates should follow the technical instructions sent with the invitation. The public FAQ does not define one universal laptop, browser, camera or room specification in enough detail to replace that invitation.

Practical preparation should include:

4. Removing unauthorised material.
5. Joining early enough for identity and technical checks.

The online format does not mean the test can be taken asynchronously on any September date. The published date is September 1.

November assessment centre

The selection committee decides near the end of October who is invited to Berlin.

The oral assessment centre contains:

1. Structured interview before the commission.
2. Individual interview with a psychologist.
3. Short policy speech, or Plädoyer.
4. Role play based on higher Foreign Service work.

Candidates receive 20 minutes to prepare the speech and should deliver it largely without reading. Topics can involve foreign, European or external-economic policy.

The oral stage occurs on one assigned day within a multi-week period usually from early November to early December. Candidates cannot choose freely; days are allocated by lottery. Limited swaps may be possible only with a matching partner.

The current public page does not say that the oral stage contains a second scored English test. English competence is established in the written component, while the assessment centre evaluates personality, motivation, policy understanding, cooperation, leadership, resilience and professional behaviour.

Thirty attaché positions and May 2027 entry

The current notice expects approximately 30 attachés for a May 3, 2027 start.

Successful candidates enter a paid 14-month preparatory service at the Foreign Service Academy in Berlin-Tegel.

Appointment also depends on:

• German citizenship under Article 116 of the Basic Law.
• Required academic qualification, generally a master's or equivalent route.
• Excellent written and spoken German.
• Worldwide transfer readiness under the stated rules.
• Health suitability for worldwide service.
• Extended security screening.

The service rotates staff between Berlin headquarters and around 230 missions abroad, normally every three to four years.

German candidates comparing English-speaking jobs should keep English-speaking jobs in Germany and working in Germany without German separate. The higher Foreign Service explicitly demands excellent German and German citizenship.
