New Zealand Physiotherapist English Requirements 2026

New Zealand physiotherapists must clear Board registration before work or residence. Compare IELTS, OET, PTE, TOEFL, routes, fees, and visa rules.

An internationally qualified physiotherapist cannot legally practise in New Zealand with an English score and a job offer alone. The person needs registration with the Physiotherapy Board of New Zealand and an Annual Practising Certificate, while residence is decided separately by Immigration New Zealand.

For test evidence, the Board currently accepts IELTS Academic, OET, PTE Academic, and TOEFL iBT. Its thresholds are stricter than the skilled residence visa thresholds, but its two-sitting rules create an important trap: a combined result accepted for professional registration should not be assumed to satisfy immigration.

Registration, employment, and residence are three gates

The destination is one country, but three authorities make different decisions. Treating them as a single application is how an applicant books the wrong test, accepts a job too early, or assumes one approval guarantees another.

The Board's registration pathway page states that both registration and an Annual Practising Certificate are required to practise, including in paid or voluntary work where physiotherapy knowledge is used. It also warns applicants to be cautious about job offers before registration is confirmed.

Current English test scores for physiotherapists

The Board's English proficiency evidence page was updated on 18 August 2026. It lists four accepted tests and requires results to be less than two years old when the registration application is submitted.

The TOEFL warning matters. The Board says TOEFL iBT recently changed its scoring scale and that revised requirements are expected after Board approval in October 2026. Anyone booking or submitting TOEFL after that update should use the live Board page, not a cached comparison or this August snapshot.

IELTS users should notice that writing has the lowest Board threshold. That pattern also appears in the current NCNZ nursing table, but the accepted test set is not identical. NCNZ currently focuses on IELTS and OET, while the Physiotherapy Board also lists PTE Academic and TOEFL iBT.

Four ways to prove English to the Board

An English test is Option C, not the only path. International General and International Express applicants must provide one of four forms of evidence.

Option A: English is the first language spoken

The applicant can submit evidence that English was the first language they spoke. The Board does not publish one closed document list for this option. It gives a passport showing citizenship in a country where English is official as an example and says it will follow up if the evidence is unsuitable.

This is not a route for someone who later became fluent. The Board explicitly warns that falsely claiming English as a first language is likely to result in decline.

Option B: A specified entry-level physiotherapy qualification

The applicant can use an entry-level physiotherapy qualification from the United Kingdom, Ireland, Canada, or South Africa. The phrase entry-level matters: a later master's degree does not automatically replace the primary qualification that first prepared the person for physiotherapy practice.

Applicants connected to those four countries should also check whether they qualify for the International Express pathway. Evidence for the English requirement and eligibility for a faster registration route can overlap, but they remain distinct checks.

Option C: An accepted English test

Option C uses the IELTS Academic, OET, PTE Academic, or TOEFL iBT scores in the table above. The result must be under two years old at submission.

The Board does not accept IELTS General and does not accept a composite made by mixing different examinations. A person cannot combine an IELTS speaking result with an OET writing result.

Option D: Alternate evidence approved in advance

Option D is for other evidence acceptable to the Registrar that the applicant comes from an English-speaking background or can use English at the level required for practice. The applicant must email the proposed evidence and receive the Registrar's permission before choosing this option in an application.

The Board says employer and university letters alone are no longer sufficient on their own. It also warns there is no guarantee of approval and that the review adds waiting time. Applicants who already meet another option should use that option instead.

How the two-sitting rules work

The Board can combine results from two sittings of the same examination within six months. Each test has its own safety floor, so "clubbing" does not mean selecting four good components and hiding the rest.

IELTS One Skill Retake can be part of the Board's two-sitting route. The live wording places it inside the same six-month and 6.5-floor conditions, rather than treating the replacement component as if the original sitting never existed.

Two practical rules follow:

  1. Record every component from both sittings, not only the component being improved.
  2. Keep the registration application date visible because both results must still be under two years old at submission.

Which international registration route applies

The General Scope is the starting scope for physiotherapists. The route into that scope depends on training and current registration.

The International Express page requires the applicant to fit at least one of two conditions: current unrestricted registration in one of the four named countries, or a recognised pre-registration qualification from one of them. Express is not based on nationality.

The International General page requires more qualification evidence, including the degree, transcript, curriculum, and clinical hours profile. The Board first checks the documents, then assesses the qualification against the Physiotherapy Practice Thresholds.

If the curriculum does not demonstrate every key competency, the applicant receives a request for supporting evidence and has three months to respond. Work examples, reflections, fitness evidence, and validated work history may then become part of the assessment.

Both Express and General applicants also provide Certificates of Good Standing from every physiotherapy regulator and police certificates for relevant countries. Those documents must be less than three months old at submission. Both routes require certificates from two approved cultural competency courses; the two Ministry of Health modules together count as one of the two courses.

Registration fees and processing times

The Board's 2026/27 fee schedule applies from 1 April 2026. Registration and the Annual Practising Certificate are separate charges.

The application fee is non-refundable. A successful registration decision does not by itself permit practice; the APC must also be issued.

On 21 August 2026, the Board reported average processing of 1 to 2 weeks for complete Express applications and 6 to 9 months for complete General applications. These figures begin after the correct documents are received and are expressly subject to change.

The General route can take longer because it may include a curriculum assessment, a supporting-evidence request, and another assessor queue. Buying a flight or treating a job start date as fixed before registration is therefore risky.

Physiotherapist is a Tier 1 Green List role

Immigration New Zealand's live Green List filtered for Physiotherapist lists ANZSCO 252511 as a Tier 1 role eligible for Straight to Residence.

The current expanded result states three central conditions:

  • registration with the Physiotherapy Board of New Zealand;
  • work or a job offer from an accredited employer;
  • pay of at least NZD 35.00 per hour.

The Straight to Residence Visa page adds the full visa conditions. The principal applicant must be 55 or younger, meet health and character rules, speak and understand English, and hold qualifying full-time employment or an offer. The page currently shows a cost from NZD 6,450 and says 80 percent of applications are processed within three months.

Tier 1 does not remove professional registration. It makes registration more valuable because the occupation can support a direct residence pathway once the separate employment and visa conditions are met.

One English test but two separate decisions

The Board and Immigration New Zealand accept several of the same test names, but they do not publish the same thresholds or evidence rules.

The residence figures come from Immigration New Zealand's skilled residence English requirements.

A single, current sitting that meets the Board table also meets or exceeds the published residence score for IELTS, OET, PTE, or TOEFL. That does not make the decisions identical.

The Board accepts conditional combinations across two sittings. Immigration New Zealand's skilled residence page publishes minimum results but does not publish a matching two-sitting combination rule. An applicant relying on clubbed Board results should confirm immigration evidence separately instead of assuming the pair transfers.

The non-test routes differ too. A UK, Irish, Canadian, or South African entry-level physiotherapy qualification can satisfy Board Option B. Immigration New Zealand uses its own citizenship, residence, and qualification conditions. South Africa, for example, appears in the Board route but not in the skilled residence qualification-country lists shown on the immigration page.

A safer order for an international application

The shortest process begins with the controlling professional gate, not with a random visa checklist.

  1. Identify the Board route from training and current registration.
  2. Identify the English evidence option before booking a test.
  3. If testing, prefer one sitting that clears both Board and visa thresholds.
  4. Prepare qualification records before ordering time-sensitive police and good-standing certificates.
  5. Submit a complete registration application and respond quickly to evidence requests.
  6. Obtain registration, then apply for the Annual Practising Certificate needed for practice.
  7. Check the live Green List and Straight to Residence conditions against the actual job offer.
  8. Submit immigration evidence under Immigration New Zealand's rules, not the Board's assumptions.

Applicants using the General route should start curriculum and clinical-hours retrieval early. Those institutional records are usually slower to replace than a test result.
