Italy uses different procedures for different employment decisions. The provincial and school rankings known as GPS are used for fixed term teaching appointments. A concorso is a recruitment competition. Other selections may concern school leaders, temporary projects, support teaching, or artistic and musical institutions.
Each procedure identifies the qualifications it will evaluate. The legal question is therefore not simply, "What level is my English?" It is:
- Which procedure am I entering?

Understanding CEFR speaking levels helps with the B2, C1, and C2 labels, but CEFR describes ability. It does not assign Italian recruitment points.
Why there is no single points table
The Ministry publishes title tables as attachments because teaching categories are not interchangeable. A primary school applicant, a secondary school applicant, a support teacher, and educational staff can have different access routes and evaluated titles.
The same distinction appears between GPS and a national competition. GPS ranks candidates for substitute appointments over named school years. A competition recruits against a defined call and evaluates titles under the decree attached to that call. Both can mention language certificates without using the same score.
This is why a statement such as "C1 gives four points" is incomplete. It needs at least four labels:
- The procedure name.
- The publication year.
- The candidate category.
- The table row.
Without those labels, a value cannot safely be used in an application. A certificate can be valid evidence of C1 while still receiving a different score, or no score, in the procedure being discussed.

That structure gives candidates a practical warning: do not stop at the main announcement. Open the attachment matching your category. A value found in another attachment is not evidence for your row.

What the teaching competition table shows
The Ministry's title table attached to Decree 206 of 26 October 2023 is a useful demonstration of procedure specific scoring. In row B.20 for the relevant secondary teacher competition, recognised foreign language certificates receive 3.75 points at C1 and 5 points at C2. The row does not present B2 as a standalone language certificate score.
The same table separately addresses CLIL. A recognised CLIL course of the specified kind, when paired with at least B2 certification in the relevant foreign language, receives 2.5 points under row B.19. A different formal CLIL teaching qualification is covered in another row.
Those figures answer a narrow question: what that competition table valued. They do not establish a permanent national conversion for all teachers.

The lesson is more valuable than memorising the figures. A B2 certificate may be part of a qualifying CLIL combination even where it does not receive standalone points in that table. The relationship between rows matters.

CLIL means Content and Language Integrated Learning. In a recruitment table, it is not simply a synonym for good English. The document normally defines which qualification or course counts, how many credits or hours are needed, and whether a language certificate must accompany it.
Read each CLIL row in full. Three common errors are:
- Claiming a language course as a CLIL course.
- Claiming CLIL without the required B2 or higher certificate.
- Adding two rows when the table treats them as a linked combination or imposes a cap.
The certificate must usually be in the language connected to the CLIL title. A C1 certificate in one language does not automatically support a CLIL course taught in another.
