Japan National Civil Service 2026 English Score Rules

Japan's 2026 fall National Civil Service Comprehensive Service examination, Liberal Arts division, holds its first stage on October 4, 2026. External English proof can add 15 or 25 points to the final total.

Fall 2026 Liberal Arts calendar

The candidate does not choose any two November dates. The second stage is one assigned pair of consecutive days.

The first stage contains a multiple-choice basic-ability test and a comprehensive essay. The second stage contains a proposal exercise, policy-issue discussion and individual interview.

2026 is the first year the Liberal Arts division is available in both spring and fall. The current fall application window has already closed.

Official English bonus table

The National Personnel Authority applies the same external-English framework across Comprehensive Service graduate-level and university-graduate examination divisions.

The bonus is added when determining final successful candidates. It does not create an exemption from first-stage or second-stage testing.

There is no stacking rule that allows TOEIC plus IELTS to produce 50 points. The system awards the score-based bonus, capped by the published 25-point tier.

New TOEFL 1-to-6 scale in 2026

TOEFL iBT changed score reporting for tests from January 21, 2026. New reports include an Overall Score on a 1-to-6 scale and a corresponding 0-to-120 reference value.

The authority identifies 3.5 as corresponding to old-scale 65 and 4.0 as corresponding to old-scale 80.

Candidates should submit the official score documentation requested in their exam instructions, not calculate a private conversion from section results.

TOEIC public Listening and Reading only

The accepted product is the TOEIC Listening and Reading Test public test.

TOEIC Speaking is not the named route. Neither is an institutional score, TOEIC Bridge or an unofficial practice estimate.

The September Japan calendar contains public Listening and Reading opportunities, but a new September score may be too late for a particular November evidence process depending on result timing and document instructions.

IELTS and EIKEN thresholds

IELTS uses two bonus tiers:

The published table uses the IELTS score and does not describe a separate minimum for each component in this bonus rule.

EIKEN has only a 25-point qualifying route:

• EIKEN Pre-1.
• EIKEN Grade 1.

Lower EIKEN grades do not produce the 15-point tier. That differs from TOEFL, TOEIC and IELTS.

Five-year score validity rule

The score must come from a test taken on or after the date five years before April 1 of the examination year.

For 2026:

This is a National Personnel Authority use window. It can be longer than the score-report validity marketed by a test provider.

A five-year date match does not solve missing proof. Candidates still need acceptable documentation and may face provider limits on obtaining old score reports.

The exam instructions control which document, original, copy or verification method is accepted during the second stage.

When and how the score is used

Qualifying English evidence is submitted at the second-stage individual interview process under the published framework.

The practical sequence is:

1. Pass the October 4 first stage.
2. Receive the first-stage result on October 21.
3. Confirm the assigned November pair.
4. Prepare the accepted official English score evidence.
5. Submit it according to the candidate notice.
6. Complete all second-stage exercises.
7. Have 15 or 25 points added during final-success determination when evidence is accepted.

The authority may verify a submitted score with the testing organization. False or altered evidence can affect candidacy under civil-service rules.

An English score should therefore be checked for candidate name, test date, product name and official score before November.

What the civil-service stages still require

External English points cannot repair failure to advance from the first stage. They also do not replace proposal, discussion or interview performance.

The fall Liberal Arts division emphasizes planning and explanation rather than a specialist law or engineering paper. English remains one additional score signal inside the complete ranking.
