Philippines Civil Service Exam 2026 Schedule and English

The Philippines held its second 2026 Career Service Examination, Pen and Paper Test on August 9 in most regions. Severe weather postponed testing for 67,255 registered applicants in the National Capital Region and affected parts of Region IV and the Cordillera Administrative Region.

Philippine Civil Service Exam calendar for 2026

The official 2026 pen-and-paper calendar listed four examination types.

The August session was the second and final nationally scheduled CSE-PPT for Professional and Subprofessional levels in 2026. Starting this year, CSC moved the first annual sitting to the second Sunday of March and kept the second sitting on the second Sunday of August.

Applications were accepted first come, first served and could close early when a regional or field office filled its target slots.

This article covers Career Service Professional and Subprofessional CSE-PPT. It does not combine the Foreign Service Officer, Fire Officer or Penology Officer examinations, because they have different purposes and schedules.

What happened to the August 9 exam

CSC reports that more than 240,000 examinees took the test at 83 centres where the examination proceeded. It recorded 240,972 attendees from 268,468 registered applicants in those operations, an attendance rate of 89.76%.

Weather suspensions affected a separate 67,255 registered applicants:

CSC cited severe weather and public safety. The national release instructed affected examinees to monitor official CSC communication and the relevant regional pages for rescheduling.

The current evidence does not support inventing one national replacement date. Regional notices can differ because suspensions and operational conditions differed.

Result dates for people who already tested

Examination Announcement No. 03 set two target dates.

The announcement says the result target may be adjusted depending on actual examinee volume. The later weather postponements add another reason to monitor a fresh advisory rather than treat October 12 as unconditional for every applicant.

For examinees who completed the August 9 test, October 12 remains the published national target unless CSC updates it.

For postponed examinees, the replacement test must occur first. CSC had not stated whether their pass list would share the October release or follow a separate timeline by August 28.

Only the List of Passers on the official CSC website is recognised. Individual ratings require the assigned examinee number, which is why CSC advises candidates to preserve the application or official receipt where that number was recorded.

Official Verbal Ability and English coverage

Verbal Ability is available in English and Filipino for both levels.

Other shared areas use English:

• General Information, including the Philippine Constitution, RA 6713, peace and human rights, and environmental management.
• Numerical Ability, including basic operations, number sequences and word problems.

The exam therefore is not an English-only language test. It mixes bilingual Verbal Ability with English content and reasoning sections.

CSC does not publish an English speaking or pronunciation component. General speaking practice can improve broader fluency, but it does not reproduce the pen-and-paper scoring format.

For language fundamentals, use English vocabulary and speaking skills, beginner speaking mistakes, and English speaking and writing skills. CSC's published scope remains the examination source.

Professional versus Subprofessional

Both levels share General Information, Verbal Ability and Numerical Ability. Their level-specific English sections differ.

Professional asks candidates to interpret relationships and arguments. Subprofessional tests clerical accuracy instead.

The resulting eligibility also differs:

Passing does not automatically appoint a person to a government position. The applicant must still meet education, experience, training and other requirements for the vacancy.

The separate English and French public-service exams guide concerns Canadian federal assessment and should not be imported into the Philippine system.

Item counts and time limits

The 2026 CSC examination advisory gives the operational totals.

The 20-item EDQ collects personal information and is not another ability section. It should not be described as 20 extra English questions.

CSC estimates about one hour before and one hour after the test proper for documentation and other examination activities. A Professional examinee's venue commitment can therefore extend well beyond the 190-minute test time.

The national reminders required examinees to reach the venue by 6:30 AM or the regional time and closed gates at 7:45 AM. Rescheduled candidates must follow the new advisory if CSC changes these arrangements.

Passing grade and score interpretation

CSC states that an examinee needs a general rating of at least 80.00.

The announcement does not state:

• A separate English cut-off.
• A separate Verbal Ability passing mark.
• A speaking score.
• A guaranteed number of questions in each scope category.

Candidates should therefore avoid calculating a fake English pass line from an unofficial item distribution.

The result workflow is:

1. CSC publishes the official List of Passers.
2. The examinee waits for OCSERGS availability.
3. The examinee enters the required identifying data and examinee number.
4. OCSERGS generates the individual rating.
5. Passers follow the later post-examination advisory for proof of eligibility.

CSC states that it does not hold review classes, publish review material or accredit private review centres. Claims of "CSC-approved" review material should be checked carefully.

What postponed examinees should do next

Affected candidates should preserve their original records and avoid filing a fresh application unless CSC directs it.

Use this sequence:

1. Identify the CSC Regional Office responsible for the original testing centre.
2. Monitor that office's official page and the national CSC examination-advisory page.
3. Keep the application receipt and official receipt.
4. Preserve the examinee number and Notice of School Assignment.
5. Wait for a notice naming the replacement date and venue.
6. Recheck accepted ID and gate-closing rules in the replacement advisory.
7. Do not assume the October result target applies unchanged.

The official NCR notice confirms that all NCR centres were suspended. The national release confirms broader affected parts of Region IV and CAR, but candidates should use their own regional notice for the exact centre status.

Only the List of Passers posted on the official CSC website is recognised, and individual ratings are generated later through OCSERGS using the examinee number.

The 2026 CSC advisory lists 150 test-proper items plus a 20-item Examinee Descriptive Questionnaire for Professional, with three hours and ten minutes.
