The official Community of Madrid FAQ defines habilitacion as certification of knowledge of a particular foreign language that enables a teacher to teach curriculum areas or subjects other than the foreign language in that language.

Consider a qualified physical education, history, science, or primary teacher. If the relevant post is bilingual, the teacher needs evidence that they can teach the content through English, French, German, or another language covered by the call. Habilitacion supplies that language authorisation. It does not replace the teacher's degree, teaching qualification, speciality, or recruitment status.

This creates two separate gates:

What the habilitacion actually authorises

The authorisation is tied to bilingual teaching, not to ordinary foreign-language classes. It is designed for curriculum subjects delivered through the target language.

The official FAQ adds two important boundaries. First, a successful applicant receives recognition connected to the bilingual specialities they hold or the relevant temporary teacher lists in which they appear. Second, the teacher must still satisfy the academic requirements for the level and subject.

In practice, habilitacion can matter for posts such as:

• Primary curriculum teaching through English.
• Physical education through English or another authorised language.
• A secondary content subject taught in a bilingual programme.
• Eligible posts in authorised public or publicly funded private schools.

It does not by itself let a candidate teach any subject. Language competence cannot replace subject competence. It also does not automatically qualify a person for Ingles Avanzado; Madrid's official FAQ says that subject has a separate accreditation governed by its own order.

The two routes in the 2026 call

Madrid's 2026 page names two routes clearly.

Route 1: pass the knowledge test

Candidates can obtain the authorisation by passing the regional knowledge test. Entry to the test is not open without evidence. The applicant must present one of the minimum titles or certificates listed in Annex I and meet the general conditions in the call.

Some qualifications in Annex II can exempt a candidate from the first part of the test. Exemption from one part is not the same as receiving habilitacion directly. Candidates should identify whether their document appears in Annex I, Annex II, or Annex III because each list serves a different function.

Route 2: apply through a qualification or certificate

Candidates holding a qualification or certificate listed in Annex III can request habilitacion through the documentary route. The exact title matters. A certificate that says "C1" but is absent from the applicable list should not be assumed equivalent without confirmation from Madrid's education administration.

This is why generic advice such as "get a C1 certificate" is incomplete. The authority checks the issuer, certificate, language, level, and route described in the current call.

The 2026 dates and current status

The call was issued by joint resolution dated 22 December 2025 and published on 8 January 2026. Applications opened the following day.

The official page states:

• Test route applications: 9 to 22 January 2026.
• Qualification or certificate route: from 9 January 2026 until a new habilitacion call is published.

By August 2026, the test process had moved beyond applications. Madrid had published admitted lists, tribunal information, and the final list of candidates who obtained habilitacion through the knowledge tests.

The certificate route is different because the published period is continuing rather than a short test window. Applicants should still check the live procedure status immediately before filing. A new call would end the period stated on the 2026 page.

Madrid also requires electronic handling. The official FAQ says public-school applicants use the HABI application, upload the required documentation, complete electronic registration, and keep the generated receipt showing a registration number, date, and time. A saved draft without final registration is not a submitted application.

Use this submission check:

1. Select the correct public or publicly funded private school procedure.
2. Choose test or qualification route accurately.
3. Match every document to the relevant annex.
4. Upload legible evidence in the requested format.
5. Complete electronic registration.
6. Download the receipt and submitted documents.

Why this is not the English teacher speciality

The difference is visible in Madrid's own 2026 recruitment documents. The BOE notice for entry to the primary teacher corps lists Lengua Extranjera: Ingles as a separate teaching speciality, with 144 places in the published distribution.

That speciality is for teaching English as the curriculum subject. Bilingual habilitacion enables a teacher in another eligible speciality to teach their content through English.

A teacher may eventually hold more than one relevant status, but one does not silently replace another. This distinction also separates this guide from Spain's EOI B2 certificate equivalences and EOI mediation assessment, which concern language certification rather than bilingual post authorisation.

Why the rule is regional, not national

Education employment in Spain combines national qualification frameworks with autonomous community procedures. Madrid's authorisation is governed by Community of Madrid orders and calls, and the official FAQ describes validity in authorised schools within Madrid.

Do not assume that the certificate list, test format, validity, or terminology transfers unchanged to Catalonia, Valencia, Andalusia, or another autonomous community. The destination authority may use a different programme, language requirement, or recognition process.

The same caution applies to public employment more generally. Spain's public employment language requirements depend on the post and notice. A bilingual education authorisation should not be presented as a national civil-service language certificate.

Before moving regions, ask the receiving education authority whether it recognises an existing Madrid habilitacion and under what legal route. Obtain the answer in writing when it affects an application deadline.

A document checklist for applicants

Build the application from the official annex outward, not from the certificate inward.

If the certificate name has changed, or your qualification was issued abroad, use the official contact channel rather than guessing equivalence. State the exact issuer and document title in your question.
